1990 745NA B234 won't start 700

I have a 1990 745NA w/ B234 engine that will not start. First thing I did was pull timing belt covers to inspect. Both belts are intact, with evidence of oil leakage/pooling in the lower cover, and no missing teeth are obvious. When cranking the engine, it tries to start, but it bucks and rocks horribly, then quits in seconds. My buddy says it sounds like it is out of time, but this was a running car that died suddenly on the interstate and has never started since. I have not yet been able to get the car off the trailer to verify the timing marks are still aligned.

Question: Ever heard of/is it possible for the B234 engine to jump/slip a notch or two on the belts due to oil contamination ?
