Emission Test (Nox not passing) 92 Volvo 240 200 1992

Hello everyone,
I'm having problems getting my 92 240 (auto., 183,000 km) to pass emission test.
The day before going to test, I changed oil and filter (running Mobil 1 synthetic 5W30 in it since 1999 when I purchased the car used), and catalytic converter is 2.5 yrs old, no dash instrument/warning lights are on, air filter clean 1 yr old, tune up done Oct/09.

Readings for the ASM2525 Test are:

Limit: Reading: Result:

HC ppm 62 21 PASS

CO% 0.35 0.12 PASS

NO ppm 467 1147 Fail

RPM 1812 VALID

Dilution 15.9 VALID

Can anyone help please on passing Nox emissions, wife would like to buy new car but I want to keep it. I'm located in Toronto, Ontario.

Any advice/tips is greatly appreciated.
