Fuel Injectors not Squirting. HELP 700 1988

Okay guys I need your help,

Good spark, Hall sensor seems to be working, fuel relay working, lots of fuel on fuel return line, but I took off fuel rail and grounded it and no fuel is squirting out the injectors.

Should I assume a dead ECU?

The weird thing is that when I crank over the engine nothing catches except that when I stop cranking at the very last sec the engine burps like it wants to fire up.

Nothing would fire even when I sprayed starting fluid in the fuel injectors holes except right when I stopped turning the engine over then a small attempt to fire.
