Small Tach extra wire? huh? 200

At the PuP today and found an 83 wagon with a the decal "Nurnberg-Eibach" under typical "Volvo" placard on the fenders. I scored some blue pre-molded floor mats (all 4 for $9.91)
And then I pulled this:


What is Wire #1 for?
It resembles AND feels like a Cat5 phone cable but it's built like a coaxial.
Wire #2 appears to be the RPM source.

Any ideas?

BTW)( I'm working on a E-Code photo install like I did with the M47 swap. Coming soon! LOL
