SU/problems? 444-544 1964

Attempted to post this yesterday. will try again. Installed overhauled H-6 carbs (by Barongrey) on rebuilt 1800. EVERYTHING from the battery to the spark plugs is new-even changed the distributer. Engine starts instantly, but runs very rough. Unable to adjust timing or dwell, because it won't idle at all. While running, the piston in the front carb moves up and down with a change in the throttle stetting. Piston in the rear carb barely moves. I've checked for binding-none. I've checked the jet sleeve position, put a lighter weight oil in the dash pots, checked for vacumn leaks, etc. Can't find the problem. Any ideas would be greatly appreciated.
