E-Fan Wiring Question 200 1988

Got an E=fan from a 940T at the boneyard and replaced my existing GM fan. The 940 fan has three wires, red, black & green. I did not hook up the green wire, only the red (+) and black (-). I believe that the green wire is to run the fan when the AC is on. My AC hasn't worked in over a decade, so I did not hook it up.

The fan runs off of a radio suppression relay and the temp sensor is in the radiator. I ran power from the fusebox and did not splice into any wiring to bring power to the relay. I followed Dave Barton's wiring diagram when I originally installed my GM fan.

The fan will start and run for 15 seconds before cutting off, then come back on in 10 seconds. The cycle continues. And continues....

Something is wrong. Anybody got any ideas? Thanks
