1985 245 GL High idle/ suspicious harness. Where to start 200

My neighbor just bought 1985 Volvo 245 GL that my parents sold 15 years ago. Kind of neat haveing it close by. However it has a high idle, and the engine harness does not look the best. I told her that I would do some work on it, but feel that before anything is done it would be goood to change the harness as it is showing bad insulation at the top near the connecters. With this the car really may not have a bad idle control motor, but the wireing that controls it may be bad. I also wonder about the brain below the dash, as the car smells musty inside, I suspect a winshield leak causing possible moisture on the brain. I guess I should open that box up first and see. I think that car needs a harness, she just told me that she wanted to spend as little on it as possible as she is a single mom, yet the car drinking gas like crazy.


Any advice her guys, or does it sound like I'm on the right track. She is threating to junk the car a buy a honda, which would be sad.
