high pressure PS hose,clamp,weight on the hose? 200 1988

Went to replace high pressure hose as the rack end was starting to weep from the crimp. I figured i would get it before it blew out. Ordered aftermarket (Gates i think?) replacement went well but the rack is always groaning now like it is starved for fluid,and yes i have driven it many miles and the fluid level is fine.
Heres the crux,the old 2 piece metal clamp bracket will not tighten down on the upper part of the hose as the diameter seems alot smaller. So i ordered one from from tasca for 136 instead of 85 for the other. Seems to be the same 3/8 inch hose as the Gates hose as the 2 piece clamp/weight balance piece will not tighten down on the new Volvo hose either? Has all the Volvo stickers but says made in the USA. Did not send the required copper washers so the job is on hold anyways.
Anyone had any problems after replacing the Hi-Pressure hose?
What is the purpose of the 2 piece metal clamp/bracket?
