Not Getting Fuel 200

We have an '89 240 DL that isn't getting fuel. We are afraid it's the fuel pump but are wondering if there's hopefully something else we could check before we plunk the money for a new pump. We have tried jumping the 4 and 6 fuses. When we do that we can feel the pump give a kick then nothing until we take the jumper wire back off where it will give another brief kick. Should we be feeling the pump running the entire time? We took the pressure regulator off then engaged the pump. Nothing.

Any ideas?
