'93 245: Horn is weak, something 2 do w/ airbag steering wheel? 200 1993

My '93 wagon has a weak sounding horn.. so I had it checked at VoluParts, I took it off and they bench tested it with a battery and it was good and loud. I think the reason the horn sounds anemic has got something to do with it not getting proper voltage b/c of a broken air bag. Does anyone know where to start investigating the steering wheel? When I press the center of the steering wheel, the horn sounds like a weak party tooter.
