Air Draft on Driver Side feet 200

I have this long standing problem of draft of cool air at the left feet on driver side foot-well. I have done all the usual stuff like changing the valve on air intake etc. Yesterday I did a long 5 hr drive after long office hours, mid way I decided to drive bare foot and found that air draft comes from the bottom of panel which is part of fuse cover frame, there is some gap between carpet and wall just right of fuse panel.

I had read here that there used to be a manual ventilation door which causes this, however in my 1990 SW there is not much on the left side of foot panel.

The plastic side panel in my 1990 has a smaller grill and behind it, there is no galvanized panel.

There is a thick bracket about 18-20" high from the base of foot well which I think holds the dashboard. I have not been able to see what is behind that.

I do see a galvanized steel panel covering a round hole in base of the black steel bracket on which the clutch and brake pedals are mounted .Can it be the culprit ? But it is not located on side from where I get the draft.

What else can cause this?
