front brake disc 120-130 1966

When I step on the brakes, sometimes there is a pulsing feeling. When I let go of the steering wheel and this is happening, and I am going slow, the steering wheel rocks back and forth. I took off the right front wheel and looked at the disc. The wear is uneven. There are deep grooves and then (spinning the disc) fainter grooves, then deeper grooves, then fainter grooves. The disc hangs up slightly at 2 places and spins freely at 2 places. My question is, is this possibly just a disc in need of turning, or is it warped?
