Fuel pump relays - Is there a difference between Germany and Hungary made? 200

About 6 months ago I bought a spare fuel pump relay that thankfully I've never needed the use. Today, I swapped them and found the spare not to be working. I bought from a a guy on ebay whom I've had good dealings with in the past, claimed to have tested and found relay to be in working order? The part numbers match the only difference being, the working relay is stamped Germany and has copper contacts and the spare is stamped Hungary and has steel contacts. I opened the spare to check out the solder points, they look okay? Is there a difference between Germany and Hungary relays or did I just buy a bad relay
