Help needed with timing belt... what am I missing? 200

I finally got the opportunity to work on my 1989 245 GL tonight. The oil seperator plugged and pumped all the oil out of the front of the motor a while back. No noises from the engine before I shut it down, so I assume all is well. Got the oil seperator and flame trap system replaced and started in on the timing belt replacement. I tried the rope trick to get the crank bolt loose. Worked great. I then tried to rotate the engine all the way around to top dead center again since I could no longer back the crank up with a loose bolt. Crank makes it 175-180 degrees and stops. Can re-torque the crank bolt and rock the car. If I try to back it up to top dead center, since the bolt is nice and tight now, it stops at about 5-10 degrees past top dead center. Breaks the crank bolt loose again, stops. Can't get to the point where all the timing marks line up. All the spark plugs are out. Cam looked in the right position when I stuck the rope in. Any suggestions? What am I missing?
