Both Head lights fail suddenly 900 1993

1993 940T in Wisconsin---

Tonight my wife was driving home when both front headlights suddenly failed. The ONLY way she was able to get lighting was to pull the HI/LO Lever to the point where the Hi beams came on but she had to hold the lever on all the way home. Otherwise there were no front headlights.

So she came home with the lever pulled back to keep the HI Beams on. If she released the lever all the headlights again failed.

Questions 1. What could be the problem? Where is the HI/LO relay?
2. Is the HI/LO Headlight relay for the headlights located on that panel behind the ashtray?
3. If it is a relay, which one is it?
4. Is there more than one relay in this situation?
