New inner tie rod 900 1994

On a 94 940 with Koyo steering rack, I am replacing the right side inner tie rod. The replacement part from FCP Groton seems overly stiff in the ball joint end in that turning the tie rod to connect to the tie rod end is also turning the socket end where it connects to the rack. When I remove from the car and try to hold the socket end and turn the rod it is very difficult. I can see any alignment will need to slide the boot off the socket and hold this end still because the detent washer will not be able to withstand the torque. Is this normal for a new tie rod to be so stiff in the socket?
