idle hunting 900 1994

1994 turbo wagon 290,000 miles. Check engine light always on..
engine idle cycling up and down in one second cycles.. have to put the car in neutral to keep from visibly rocking at traffic lights.. runs fine when underway.
plugs look beautiful.. just changed the O2 sensor.. no improvement.
hopefully, someone has a good thought on what to check next.. thank you
