Heater Control Valve? 200 1989

I have an 89 244 DL. My car is set up for A/C which I still haven't gotten to work yet, but the problem immediatly at hand is that the heater always puts out warm air once the car is warmed up. It has one of those new replacement heater control valves which appears to be fully closed but on the highway warm air still always seeps out of the vents when closed and blasts out when the vents are open. Since all of the fresh air vents are dedicated to A/C it is getting pretty intense in here. Does anybody have any ideas what the problem is?
