Hi Don,

It's a valve: two spigots, with something that blocks the flow between them. If it were installed with the hoses reversed, it would still block the flow when closed. (You could test the system with an artificial closure by disconnecting both hoses, and plugging each hose with a piece of dowel in its end.)

You said that the air gets hotter when the slider moves right, and, I assume, slightly less hot when it moves left. That suggests either that the linkage isn't fully closing the valve, or that even though it is physically closing the valve, the valve is defective and coolant is still passing through it.

I'd disconnect the cable at the valve, and close the valve manually to its stop. If the airflow cools, then the cable isn't fully closing the valve even 'tho it looks like it does so. If the airflow doesn't cool then the valve is defective...even 'though it's new.
