Here is a cut and paste from a post on how to use a relay on the horn. One of the issues is the ground in the steering column is small.

Use a generic 30 to 40 Amp Single Pole relay you can get from any auto store. Most of the time you find then in the electrical or in the cooling section with things like electric fans

The thing to remember is that the yellow wires on the horns are hot all the time, that’s the reason for those big old boots on the plugs. The horn blows when you hit the button and apply a ground on the black wires of the horns. The yellow horn wires come righ off fuse 2 when you turn the key on (why you should shine up the fuse and contacts).

To make this work with a relay and new horns, run the yellow wire to pin 30 and pin 86 on the relay. Run a new wire from Pin 87 to the new horn plus connection. Connect the black wire from the old horns to pin 85 on the relay. You will also have to connect a wire from the negative side of the horn to chassis. You want a good solid connection to chassis ground.

When you hit the horn button, that will apply a ground to pin 85 of the relay. Since there is 12 volts on pin 86 that will energize the relay and close the contacts. That applies the 12 volts you connected to pin 30 out on pin 87 and the horns will blow.

You blow fuse 2 and you wired something wrong.
