TB change and TDC. 200 1990

I'm preparing to change the timing belt. I have the instructions from Volvo Adventures.
They say, "6. Using a 24mm sprocket spanner on the crankshaft bolt to turn the engine to TDC, the white dot on the cam sprocket will point to the mark on the cambelt cover at 12:00."
Question: Every time those two marks meet it's TDC?
I did this on a previously owned 240 a few years ago and I think I remember putting it on TDC and putting the new belt on in the same orientation as the old one came off.
Does that sound reasonable?
