What is fair fuel consumption for 1979 244GL (B21E 2.1L engine, BW55 trans)? 200 1979

My Volvo 1979 244GL B21E 2.1 liter engine with BW55 auto trans (no overdrive) and K-Jetronic (no O2 sensor) has done 334,00 miles (535,000 km) and has fuel consumption for just chugging around town (urban speed limit) of 17 mpg (US gallons) or 20 mpg (UK gallons) or 7.1 km/liter or 14 liter/100km.

The spark plugs match the "proper" combustion color photos in the Haynes manual and static advance is 8 deg. I had a complete "head rebuild" at about 500,000 km due to coolant leak. Have not done a cylinder compression test. There is no black or white smoke from the exhaust. Car runs OK.

Is my car "ripping me off" or is this fair for an old workhorse?
