Rebuild or find new engine? 700

My crank is seized in a B230F (see other post) and one suggestion
was to look for another engine as they are plentiful and cheap.

How do you know the condition of a used engine if it isn't coming
from a rebuilder? I can see plenty of B230F's at the local boneyard
but they are likely full of their own problems. Can you get a short block
B230F with a guarantee from someone?

One option might be to rebuild the engine myself but wonder about
stuff that needs machining, and where you get good work done.
I'll need to drop the pan and find whats binding the crank.
Then see if the engine is toast or what?
