measuring for hubcap replacement? 200

Do wheel cover measurements refer to the front outside diameter of the hubcap? Or is it perhaps a measurement of the inside diameter of the steel rim, where the clips connect?

I'm trying to order 2 replacement hubcaps for my 1992 240 DL. The ones already on the car are 15.5 inches in diameter. They are each constructed of just one solid piece of plastic, and have a black Volvo logo.

But most of the ones I've seen online that look the same seem to be 14 inches, not 15.5, and the 15.5 inch ones I _have_ seen are listed for the 740, not for my 240. Am I measuring correctly?
