REPLACE HEAD GASKET ON A 1993 940 WAGON

I have the tools, and I believe the skill to remove and replace the heads. I was told the valves in the head have to be removed to plane the head straight?
That's why I was considering having the machine shop remove the valves and cam, and set it back up correctly. Then I would take over and put it back together. My biggest concern was really removing the exhaust manifold bolts, and the rust they have. Just playing around, I couldn't budge them with a socket. I have replaced the timing belts and tensioner previously, but I would do it again at this interval. Any thoughts? Thanks
