no fuel when cranking 700 1990

I recently have developed a problem with my 90 740 w/regina. The car stopped running, and the fuel pump will not deliver fuel while the car is cranking. The pump itself is less than a year old. I switched the fuel pump relay with a known good one with no success. I used a stethoscope to verify that the injectors are firing. Is it a ground problem?
