Mysterious Whirring Sound 900 1994

So, my 1994 940 started making a new whirring sound yesterday. The whirring increases when I accelerate and decreases when I decelerate. The whirring seems independent of me adding any gas because when I accelerate downhill without any gas, the whirring increases as I speed up. The whirring sounds like it's coming from the direction of the right front tire.

I've had this problem before. Five years ago, I heard it coming from the area of the front left tire. I "fixed" it by turning up the radio and ignoring the noise. It went away on its own. Three years ago, I heard the noise while driving on I-5 on a road trip to LA. I took it to the dealer in Santa Monica, which couldn't find anything wrong with it. The problem again went away on its own.
