power steering - should it be this expensive? 200 1991

I had my 240 in for an oil change today and mentioned that the steering has become stiff on turns lately (I sprayed it with some wd40 which helped). Anyway, they tell me I have a power steering leak and that the column has to be replaced (and apparently it won't pass inspection with a leak?) The estimate: $1395. I thought that seemed steep. Very steep. I had a leak in the transmission line, which they replaced about 2 months ago for a little over $1300. I also thought that seemed like a lot for a transmission line. I really like this car, but I've only had it for about 6 months and I had no idea the repairs for this car would cost so much . . .
