surging at idle...sounds like a John Deere tractor 200 1991

Sigh....have read the 700 FAQ, the Bentley manual..and to no avail. Surging at idle keeps on happening. The exhaust manifold gasket is leaking (will be replaced tomorrow to cure the John Deere sound), but the surging is annoying. I have tuned up "Inga", new plug wires also. Replaced the throttle body with a known good one (clicked at the correct input),replaced the Oxygen sensor, the crank position sensor, the ignition amplifier. Maybe the idle control motor needs replacing??
any suggestions are welcome.
BTW, this is the car my son (newspaper photographer) used to photoshoot a Mexican Army Vs. Cartel shootout and the Mex. Army made him back up into a lamp post enough to crack the radiator and stall the car on the US side of the International bridge...luckily the reporter was a burly ex-boxer and was able to push it back.
An extra radiator from my Volvo stash fixed the problem.
