Heavy rumbling noise when turning at any speed. 700

Our 1989 740 GL makes a heavy rumbling noise (as if the wheels rub the fender) at any speed when turning left or right. The noise seems to be most pronounced at driveway speed.
We use the car only downtown <45 MPH. I know the shocks are bad. Is there any risc of catastrophic failure? I redid the brakes. The wheels are turning free. No play on bearings. The car needs to move for the noise to appear. I do not see any rub marks on the tires.
Anyone has any suggestions? Thanks for reading.
