Wipers won't turn off from stalk 200 1993

Today I tried the wipers in a 245 for the 1st time - the car is new to me. They came on but then wouldn't turn off from the stalk.

To shut them off I turn ignition off w/ wipers in park position, turn key back on, and it's fine - they don't come on until I touch the stalk again.

If I turn the key off with the wipers in any position other than park, they start up again when I turn the key on.

I'm guessing it's a bad ground but could it be internal to the wiper motor?
