1984 240 2.3L - Intermittent engine stop/start 200 1984

I have a 1984 Volvo 240 4cyl wagon which is having intermittent engine issues - when driving, the engine will stop running for a fraction of a second, then continue to run. The tach needle goes down but the car does not stall long enough for the dash lights to come on. It seems to do this only during high-humidity or rain. Occasionally when it's raining, the engine will stall completely but can be restarted with 2 or 3 tries.

The car does have some engine harness repairs and some single wires have insulation that came off. I did find a 25 amp fuse zip tied onto the frame next to the battery - the fuse is good but the plastic is burned and melted and I will replace it.

Is this an issue with the wiring harness? Fuel injector module? Any idea how I should begin diagnosing this issue?
