VIN/Title Issues 120-130 1968

Here, if you try to register an out of state car the DMV person will physically have to verify the numbers. As Eric pointed out, all you can do is explain what numbers to look at. If they don't match, there is no way to title that car in the state. (And hope to hell the number they find is not reported stolen anywhere)

The only option is finding a title service from another state having them make a new title and then transferring that to florida.
