Volvo 240 GL '85 NOX failure 200 1985

i failed DC emission test IM240 for older cars.

HC passed .08217 gpm 2,000 limit
CO passed 7.3800 gpm 30.000 limit
NOX failed gpm 3.3447 3.0000 limit


i use high test in the car, and i added fuel injection cleaning agent CRC.
i was told to run it at high speed to get the CRC through the system, and to run it before the test.

does anyone know if this really works?
i had an oil change done after the failure and plan to reinspect it Tuesday.
the car has extensive rust on the under carriage and i don't want to spend a lot of money on it. it is used only for short trips in the city and i was told this is part of the problem.
