M41 Overdrive trouble shooting 140-160

I recently upgraded my M40 to an M41 transmission, and I can't get the overdrive to work. I'm running an early D-type unit. The oil level looks good. The relay is functional, the 4th gear lockout is functional and I’m getting 12V to the solenoid. When I engage the overdrive I've noticed the solenoid gets too hot to touch in about 30 seconds... that doesn't seem normal. Any tips or suggestions would be appreciated.
