Evap Emissions code P0440 on a 1998 V90 900

Hey guys, I've posted this in the 90 series section, too. But I know that 900 guys have been diagnosing the dreaded evap emissions code for a few years longer, so i really want to hear your advice, too.

one week before i was going to take my wife's V90 to get state inspection, the Check Engine Light turned on. I checked the code, and it was P0440, evaporative emissions system malfunction. I've had that many times before when the gas cap was loose. So I tightened the cap, and cleared the code. 100 miles later the CEL turns back on. So i bought a new cap, and cleared the code. 100 miles the CEL came on AGAIN. Now i actually have to start working...

Does anyone know the proper procedure for diagnosing this problem? Where should I start?
