Are wiper blades supposed to stop at the bottom of the window? 140-160

The wiper blades on my '68 145 will stop moving as soon as I push the wiper knob in, no matter where they are in the window wipe cycle. Unless I have perfect timing, they always park anywhere they want on the windshield.

In '68, was this normal behavior, or is something broken? What mechanism causes the wipers to always park at the bottom on later models? Is it something I can add to my '68?
