Surging on Cruise control 700 1990

After I installed a Manual Boost Controller on my 1990 780 Turbo.. running 15 psi now , I have found that on hills and even slight grades the car surges while in cruise. It doesn't go above the set speed, so that isn't the problem ..it appears that with the added boost and resultant power increase, the car just responds quicker than the cruise can compensate for. Has anyone got any suggestion how I can compensate for this? I am thinking perhaps if the vacuum lead that calls for more throttle was restricted it might not react as quickly and as strongly .... but really am just grabbing at straws. Any suggestions with pictures so I can see your mods would be greatly appreciated
