A whole new OD issue.... 200 1985

So, I have the new (to me) transmission in and today was the first day I test-drove it where I actually would have to put in OD.

It obvious shifts into OD, but it doesn't do what I remember OD doing.

For example, one of the times I put it into OD today, it lowered the RPM's, but only if I take my foot off the gas. Another time, it seemed to be back to normal. Lower RPM's and maintained the speed.

When it does the first thing, the RPM's remain the same if I put the gas on the pedal. Almost like I'm still in 4th, or it slips out of OD.

It doesn't seem to make a difference if I use the clutch or not (I tried it w/out it once, and it did the same thing).

So far though, reverse is working still, so I'm actually happy about how things are.

could it be low on fluid (I checked it before I drove it, and it was fine), or maybe the solenoid is not completely sticking?
