Power does not go through the instrument cluster board, in fact your car will start and run without it.
There is however a trickle of power from the cluster that is supplied to the alternator to enable it. Without it your battery will slowly run down and things like the radio will stop working and engine eventually will stop and of course instrument lights such as oil battery etc will come on. That voltage is fed to the alternator through the battery bulb. If that bulb is out or intermittent your alternator will be dead, same for wiring or circuit board tracking to the bulb. Any mechanic who has been around Volvos will know this. Have you tried a different mechanic?

The board is easily removed and can be checked and repaired, it is not delicate, cannot bend, in fact its very reliable.
