Correct tire pressure - Car or tire makers advice ?? 700 1988

My recent post and replies to it bring me to making this a seperate new post. Assuming reading with tires cold and with an accurate gauge just what is correct tire pressure ? Car makers(Volvo)advice as found in their manual and on side of door ?? Or tire makers max. pressure advice as found on side of their tires ?? I am confused by conflicting opinions about this. Thanks.

P.S. - In my particular instance(1988 Volvo 740GL wagon) Volvo says 30 psi and tire says 40 psi max.
