240 No Start Again Jumped Fuses Starts 200

Back again with my 89 240 intermittent no start still unresolved.
So , the no start happened again yesterday.
Did some basic checks, fuse 4, 25 A main fuse, a NOID light on injector, replaced fuel relay.
Everything OK, still no start.
Jumped fuse 4 to 6 on the right side in the fuse panel , cars starts and runs fine.
Remove jumper from fuse 4 to fuse 6 - car dies.
Looks like the FI computer may not be energizing that side of the fuel system relay ?
What am I missing?
