license plate lamps inop 120-130

Thank you Chris for sending me 2 good bulbs and a bulb holder for my 220. I plugged in my multimeter and got continuity at the bulb and the + - terminals.

I turned on the parking lights and got NOTHING. I suspected a ground issue, so I took my bulb testor and hooked it to the hot wire and the ground wire, it lights up!?!

The multimeter red and black wires make a difference :) If I ground either the white wire or the black wire, I get 10Volts +-. But nothing comes through the bulb.

Can someone please explain this in layman's terms. All other lights in the car work correctly.
