Common causes of running rich 200 1990

I never learned the basics of diagnosing rich / lean conditions. But... I think I'm rich, and my O2 sensor is carbon fouled.

Cap, rotor, plugs, wires, air filter, fuel filter, and 02 sensor were changed 10k/7mo ago.

I did notice the large vacuum line that goes from the TB to the charcoal canister was split and fell off. That would cause a lean condition though right?? I fixed that, but it still smells rich... i think

So what are the common causes of running rich??
