My mechanic can't even get get my car started 200 1989

Hi again,
My '89 240 is still not running ( or starting). Here is what I have replaced and done.
1. new plugs, good used coil, new bosch dist. cap and rotor.
2. new crank position sensor, bougicourd
3. good used AMM and ign. power stage.
4. swapped out ICU and ECU bosch 951
5. cleaned TB and new gasket
6. good fuel pump relay and 25 amp fuse (marine type)
7. cleaned grounds for the neg battery cable.
8. I have gas, air and spark.injectors are pulsing. mech did a flow test and that was fine.
9. mechanic says TB is on correctly, I did reset it before bringing the car to him to make sure that wasn't the issue. I think it still may be the problem.
What happens if I moved something and it is off ? won't the car start but run like crap ? crank pulley mark lines up, cam is at TDC and the I shaft is on the #1 wire on the dist.all marks were on the right spots on the back timing cover.
Can I be sure the crank is dead on ? do I go by the pulley mark or the sprocket ?
I need my car back !!
