Hot fuel pump relay 200

Still haven't found the cause of the hot fuel pump relay. We've lost 3 of them now, all due to overheating. The darn thing gets so hot you can barely hold it. Today, I measured the amperage. Main pump is drawing 10.4 amps and the in tank pump is drawing 3.4 amps. According to IPD, the main pump should be 9.5 and the in tank pump 1-2. They don't think what's happening is due to the pumps. What do you all think about putting the in tank pump on it's own relay? And how would you wire it? The only thing I found is the PO put a 25 amp fuse in for the main pump instead of the 16 amp it should have, probably because he kept blowing fuses. Now, we're just blowing relays. A slight difference in cost.
