Dumb Turbo Question 700 1990

So I have finally fixed my fuel problems (hand-cleaned tank, replaced in-tank sock & pump, changed main fuel-pump & filter) which were all caused by having debris in the tank, I'm assuming from sitting for a year or two. Anyway, now that it's running better, I still have the feeling that when it's floored that it's still holding back some..it is quicker now but still feels like there's a restriction somewhere.

One real quick question that hopefully will hint towards if I'm right about the restriction is:

To those who own a turbo 740, is the turbo gauge supposed to peg the scale? Mine goes just a little over halfway into the yellow no matter how much gas I give it.
I've been wondering this since I bought the car.
