Speedometer/Odometer Registers 1/3 Speed and 1/5 Mileage. 700 1990

I'm back with more questions, thanks to this board I've been able to resurrect the 740 Turbo I picked up in March. I've searched the FAQ and threads but haven't found anything about my particular problem. That is, the Odometer and Speedometer work, but only slightly, the Speedometer will not start to register until I get to about 20mph, and at that point it registers less than 10mph on the dial. I can get up to about 20mph on the dial, and in reality I'm going about 70mph. The odometer turns over one mile for about every 4-5 miles I actually go. The other odd thing is the ABS light is on, which I've read generally links the speedometer with the sensor at the differential, but the movement of the speedo is very smooth not sporadic like it had a loose wire.
