1992 740 - Strong Gas Smell - Mystery 700 1992

My 1992 740 wagon has an intermittent problem with a very strong gas odor. It can be running or not and you can smell it in and around the car. There is no gas leaking that ever hits the ground.

I've had it into a mechanic who tested for fumes and they couldn't find a problem. $180 later it's still there.

The only pattern I've noticed is that it seems to happen more often when the tank is close to empty.

Oddly, it goes from really strong (practically nauseating) to completely gone.

Any ideas? Thanks in advance for your help.
