Windshield Wipers Won't Stop 200 1992

I'm having the exact same problem. It seems no one responded to his post, so I don't know where to start. Basically my problem is the same. When the car is running, the windshield wipers won't turn off and the intermittent function doesn't work. When I move the stalk up into the intermittent position, the wiper continues to function on the slow speed. Wipers work fine when in the lower 2 positions (slow/fast). But when I return the stalk to the "off" position, they just keep on wiping. I basically have to jiggle/fiddle with the stalk to get the wipers to stop again.

Now, what I just noticed this morning is that when the engine is off and the key is in "II" position, the wipers DO work in the intermittent position, wiping every 10 seconds or so. Also, they will stop when the stalk is returned to the "off" position. I tried this with 3 different relays, so I know the intermittent relay is fine. I tried this with 3 different stalks, so I know the stalks/connectors are fine. I don't think it's the motor obviously, because the wipers are working. I checked the wiper motor ground and it's solid and clean.

What the heck could be going on here? I'm starting to think that it might be a problem with the ignition switch, as my seatbelt warning light has been giving me issues. It will light up randomly or flicker when going over bumps, but if I wiggle the key around position "II" (I have a little play here with the key) I can get it to go off. Haven't tried that yet with the wiper issue while the car is running, but I'll see if that does anything.

Any ideas here? Sorry for the long post. Incidentally, in addition to the poster of the link above, my brother-in-law is having the exact same problem with his '93 Classic (wipers won't stop in "off" position and intermittent wiper function doesn't engage when car is running, ).
